With regards to Lazio supporter Gabrielle Sandri, hooliganism was not the cause. If you take a longer look at the article you cited, along with another one that I will provide, other details have indicated that the rival groups were not initially identified as football fans. And that the police officer’s second shot was not aimed at the sky.

This was not related to football violence. It was a tragedy that could have happened anywhere. What resulted after the fact was football-related violence.
