What the good people managing football clubs and live football rights have to figure out is how to get to those people who don't get TV subscriptions or end up watching the game in the stadium.

For the clubs, watching the game in the pub does them no good (does it?). Watching it online where you pay them a direct fee probably makes more sense, as long as it doesn't clash with existing TV rights.

On a side-note, the FA made the England U21 game against Macedonia (today) available for free (live streaming) on the FA website.
