I thik that if the good teams miss out, then theuy will try to play better to make it to the following championships. It could serve as a motivator if there is more competition. Also, in theory, the quality of the championships will get better if only superb teams are going through rather than have Engalnd there who, in all honesty, do not deserve the spot.
