You can buy 2 players for each position (e.g. defender (GK's count as defenders), midfielders and strikers) from any other English club outside the current top 6...
I think that Tottenham would be the obvious choice.

DEF - Distin (Portsmouth)
MID - Bentley (Blackburn)
MID - Johnson (Man City)
FWD - Jones (Sunderland)
If that doesn't send them to the Champions League, nothing will.
