    It's official the premier league has introduced new measures set to try and help develop young English talent by introducing a new homegrown ruling. This rule will also limit the number of players (older than 21) in a squad to 25.

    So what do you make of the new rules

    Does this mean that Fabregas is counted as a "home-grown" player?

    Yeah he's been at Arsenal in September 2003 he was 16 at the time. Clichy, Denilson, Song and Theo also count
