SUMMARY:
CL Results: Both were Knocked out at the same stage.
Serie A results:
Inter-Milan: 69 Points Juventus: 62
Total Costs for
Inter:Juventus = 186.1:148.7
Ratio of Inter:Juve in terms of total costs = 1.25:1
Ratio of Inter-Milan:Juventus in terms of results= 1.11:1.
Note: This does not take into account each team player's values as it is self evident that Inter Milan's players are by far worth more than Juventus'. It also does not take into account that Inter is building up on an already Scudetto winning, well established team, while Juventus is almost starting from scratch(as an effect of Serie B demotion)

My opinion:
Does Mourinho look like he is doing a better job than Ranieri?
All the numbers suggest that he has higher finances, more transfers and already players that have higher wages than Ranieri's (not mentioning Mou's big paycheck)
Ranieri is building a team from scratch with smaller finances and the remnants of a Post Calciopoli old squad. On the other Hand, Mourinho is managing a squad that have already won 3 Scudetto's in a run with higher finances, higher wages and higher transfers.
Mourinho is most likely winning the Scudetto but is he doing better than ranieri?
The numbers speak otherwise. The 7 points difference reflects an advantage for Ranieri in terms of his performance.
Yes, Ranieri makes bad substitutions and has ugly formations and doesnt offer much problem solving while Mourinho can turn a match around in 2 seconds with critical substitutions i am not arguing against that. I am arguing that on a wider scale.. Ranieri is doing a Great Job with the resources he has..even better than the "special one".
