I think we should go back even further, make the Champions League a competition of only domestic champions (Platini proposal) and throw the UEFA cup in the bin.

And don't start with al the financial reasons please, I'f heard them all. Football is about quality (matches) and not about quantity.

I've just had clarification from the FA - the horse's mouth

The FA Cup runner up will qualify but the Carling Cup runner won't qualify (in the event that the winner qualifies via league position).

So if ManU win the Carling Cup on Sunday, the Europa League entry goes to the next in the league not Tottenham.

So the Premier League qualification is;
1 to 3 = Champions League group stages
4 = Champions League 2 leg play off vs another non champion
5 = 2 leg play off to get into Europa League group stages
FA Cup winner (or runner up or 6th) = 2 leg play off to get into Europa League group stages
League Cup winner (or 6th or 7th) = 2 rounds of 2 legs to get into Europa League group stages

If team 4 lose their champions league play off they also go into the Europa League group stages

Also a team winning the champions league or Uefa Cup/Europa League takes one of the league places (eg if Aston Villa finish 4th and Arsenal finish 5th but win the Champions League, Villa would play in the Europa League instead)

Hope that makes sense - I did it partly to help me understand

@AlbanScot - the FA Cup runner up qualifies if the FA Cup winner is already qualifying through the league.

the Carling Cup winner goes through if the FA Cup runner up is already qualified for CL in the above scenario.

I'm not sure if the Carling Cup runner up goes through, even if the FA Cup winner, FA Cup runner up and Carling Cup winner are in the CL.

I'm pretty sure that the Carling Cup runner up doesn't get into europe the following season and I'm unsure as to whether the FA Cup runner up even qualifies either. (In the event that the cup winning team has otherwise qualified via their league position, like ManU)
However its difficult do get information on this. When Uefa published the original review for the Champions league and Europa league, the League (Carling) Cup winner wasn't to get a place in Europe but that was later amended.
